Afghanistan To Impose Income Tax
Radio Free Afghanistan, the Afghan service of Radio Free Europe/Radio Liberty (RFE/RL) reported on April 11, 2005 that the Afghan government will impose an income tax on the earnings of government and private-sector employees. The source of the report was an April 9 television broadcast from Tolo TV in Afghanistan. Tolo is private channel that made its premiere in October 2004. The report stated that "according to the proposal, anyone earning more that 12,000 afghanis (approximately $250) per month will be taxed at a rate of 10 percent. The policy is to go into effect at the start of the Afghan-calendar month of Hamal, which began on 20 March." Many Afghans are not used to paying income tax, so it will take some time for them to become accustomed to it.
I wonder if this has anything to do with Canada's D3 policy, one sub-element of which is "security and the rule of law".
Not sure I'd suggest that one of the first laws to start with would be an income tax act, though.
I'll bet this one will be a lost leader for a number of years.
